Asset Manager

Direct Report: Repairs Team Leader & Compliance Officer

Job Purpose

  • To support the Director of Assets with the development and delivery of an Asset Management strategy which defines the priority for investment works and cyclical services.
  • To manage the technical elements of compliance work streams, including the Fire Safety Strategy compliance.
  • To oversee a high quality, customer focused and cost effective responsive and planned maintenance and investment service within defined budgets.
  • To liaise with consultants, contractors, customers and other stakeholders to ensure that programmed works are carried out successfully.
  • To monitor and control quality and budget performance for all the Company’s maintenance and investment programmes.

Main duties and responsibilities

  • To be responsible for the delivery of APH’s short/medium/long-term asset management strategy.
  • To ensure that the stock receives investment over time to meet company objectives and to ensure compliance with all relevant legislation.
  • To manage the stock condition process to ensure the organisation has robust information on its property assets to make effective investment decisions predict building element failure and estimate costs in advance.
  • To develop and/or procure an asset management strategy and software.
  • To lead on management of stock condition data and programme modelling; planned maintenance, compliance data and energy data. Lead on initiatives to enable smarter use of data to inform decision making, including data analytics using a variety of data sources.
  • To be responsible for the company’s fire safety plan and fire risk assessments and ensuring recommendations are completed in a timely manner. 
  • To be responsible for all aspects of the repair and maintenance service, with emphasis being placed on customer satisfaction and continuous improvement.
  • To continually monitor contractors to ensure that APH and customer expectations are met or exceeded, challenging them when performance falls below expectations.
  • To be performance focused, set challenging performance targets for self, contractors and in-house teams, ensuring these are met or exceeded.
  • To challenge and develop the repairs and maintenance service which APH offers, exploring innovative ways of working, comparing the service APH offers with peers, to maintain upper quartile performance across all KPI’s.
  • To ensure awareness and compliance with health and safety legislation, including CDM regulations, Control of Asbestos at Work, Legionella Control etc., and to ensure comprehensive procedures and policies are in place to manage those risks.

Corporate objectives

  • To support the Executive Team in achieving corporate objectives.
  • To prepare KPI reports and specialist technical reports and presentations when necessary.
  • To lead on the introduction of an intelligence-based asset management repairs service that meets customer expectations.
  • To maintain and enhance relationships with Contractors and other stakeholders to maintain a customer focused repairs service.
  • To be aware of and respond to any relevant new and existing legislation or procedural changes, and to make others aware, in order not to prejudice the APH’s reputation or expose the Company to risk.
  • To ensure APH moves forward as a high-quality organisation, by striving to increase performance against all KPI’s.
  • To identify strengths and resolve any weaknesses, within the current asset management and repairs systems, including IT based asset management systems.
  • To appoint, as required, technical consultants and / or contractors to deal with surveys, specialist investigation or remedial works (including third party quality audits) to ensure the Company is achieving value for money across all aspects of the repairs service.

This profile is not an exhaustive list as the Asset Manager, as a technical specialist in the Company, is asked to lead / support colleagues on new initiatives / responsibilities as APH continues to develop the business and our systems.

Education And Qualifications

  • Degree or professional qualification (D)
  • Professional certification (Chartered Institute of Housing (CIH), the Royal Institution of Chartered Surveyors (RICS), Chartered Institute of Building (CIOB) or the Institute of Asset Management (IAM) (D)
  • Continuous Professional Development (CPD): A commitment to ongoing learning, staying updated on industry developments, and compliance requirements in social housing (E)

Experience

  • A minimum of 3-5 years of experience in asset management, property management, housing management, or a related field. (E)
  • Experience working in the social housing sector, understanding its unique challenges, tenant needs, and regulatory environment. (E)
  • Demonstrable experience in managing property refurbishment, repairs, and maintenance projects, including budgeting and procurement. (D)
  • Experience in managing fire and safety risk in high-risk Buildings. (D)
  • Managing fire and safety risk in high-rise risk buildings (D)
  • Knowledge of HHSRS, Decent Hones Standard and other relevant legislation (D)
  • Knowledge of Disrepair and management of disrepairs. (D)
